GENERAL ACTIVITIES

The National Erasmus+ Office — Ukraine (NEO — Ukraine), in close cooperation with the EU Delegation to Ukraine, provides assistance and support for the implementation and dissemination of information on the opportunities and projects of the EU Erasmus+ Programme in the fields of higher education, vocational education and training, youth and sport in Ukraine.

 

  • Mission of NEO  Ukraine: to develop the capacity of Ukrainian education, youth and sport within the cross-cutting priorities of the EU Erasmus+ Programme in order to address global challenges and advance Ukraine’s European integration; to promote the internationalisation of education institutions and youth organisations through international cooperation opportunities, project results and other resources for sustainable development, digitalisation and inclusion, with the support of and in cooperation with the EU.
  • Vision of NEO — Ukraine: a centre for consolidating experience and successful project practices to support the implementation of reforms in the fields of education, youth and sport.
  • The mandate of NEO — Ukraine covers support, promotion and dissemination of the key actions of the international dimension of the EU Erasmus+ Programme open to cooperation with Ukraine (Key Actions). Particular priority is given to international academic (credit) mobility, capacity building in higher education, capacity building in vocational education and training and professional pre-higher education, and virtual exchanges in higher education and youth.
  • NEO — Ukraine coordinates the activities of the National Higher Education Reform Experts Team (HERE team). The NEO and HERE teams in Ukraine build stakeholders’ capacity and conduct research on higher education development, as well as in other areas of education, youth and sport (upon EU request).

 

Target Audience

 

  • All beneficiaries and potential participants of the EU Erasmus+ Programme: higher education institutions, VET institutions, school education institutions, adult education providers, research institutions, their staff and students, young people, youth organisations, civil society, non-governmental organisations, enterprises, academic, professional and student associations, professional and employers’ associations, as well as other stakeholders eligible to participate in Erasmus+ Programme calls.
  • National public authorities responsible for education, youth and sport and their institutions, as well as other relevant authorities.
  • Potential applicants, grant holders, recipients, implementers, (co-)beneficiaries and other stakeholders in the fields of education, youth and sport in Ukraine.
  • Other NEOs, primarily in the Eastern Partnership region, Information Centres in other partner countries and Erasmus+ National Agencies in Programme countries – for partner search, exchange of good practices and joint events.
  • Other EU programmes and international and national organisations working in the fields of education, youth and sport – to ensure synergy.

 

Goals and Objectives

The overall objective of NEO in Ukraine is to improve awareness, visibility, relevance, effectiveness and impact of the international dimension of the EU Erasmus+ Programme and to promote and disseminate information in Ukraine.

Key tasks of NEO Ukraine:

  • To assist the European Commission, the European Education and Culture Executive Agency (EACEA), the EU Delegation to Ukraine, Ukrainian authorities, relevant stakeholders and beneficiaries in the implementation of the international dimension of the EU Erasmus+ Programme in higher education and vocational education and training and professional pre-higher education, as well as other opportunities in the fields of education, youth and sport open to Ukraine as a third country not associated to the Programme (partner country).

  • To promote and disseminate information about the activities and results of EU-funded projects in Ukraine within the Programme fields.

RESULTS AND IMPACT

  • Increased awareness among potential participants and the wider stakeholder community about Erasmus+ opportunities open to Ukraine (information sessions, seminars, consultations).

  • Development of the #ErasmusGeneration community in Ukraine in cooperation with the European Commission, EACEA, the EU Delegation to Ukraine and Ukrainian authorities (seminars, conferences, forums, consultations).

  • Capacity building of higher education and VET institutions in Ukraine for participation in calls and project implementation through the establishment of and joint activities with the network of Erasmus+ institutional coordinators (seminars, trainings, consultations).

  • Creation of an open repository of (video) resources, methodological guidelines and good practices for target groups on participation in calls, project implementation and use of project results (Facebook, website, presentations, methodological materials, YouTube, video recordings, publications, translations, etc.).

  • Expert support provided to Ukrainian higher education institutions by the National Higher Education Reform Experts Team (HERE) and capacity building project teams for implementing reforms in line with the European Education Area and the European Higher Education Area (surveys, studies, cluster and thematic seminars, trainings, conferences, forums, consultations).

  • Contribution to the development of a quality culture in education in cooperation with project teams (cluster events).

  • Development of competences and preparation of information and resources for young people, youth workers, youth and other organisations active in youth and sport to participate in calls, promote, disseminate and use project results within Erasmus+ opportunities open to Ukraine (seminars, trainings, open resources, consultations).

  • Inclusive engagement of different population groups and types of organisations in Erasmus+ participation (thematic seminars, consultations).

NEO Ukraine provides consultations, events and activities free of charge in face-to-face, online or blended formats, in accordance with restrictions during martial law and the COVID-19 pandemic. We recommend subscribing to news updates.

The European Union project “National Erasmus+ Office — Ukraine” is implemented by the NGO “Institute of Leadership, Innovation and Development” and ensures support for the activities of the National Erasmus+ Office and coordination of the National Higher Education Reform Experts Team based on a Grant Agreement with the European Commission. It is a project of international technical assistance.

The project is officially registered as EU International Technical Assistance to Ukraine at the Secretariat of the Cabinet of Ministers of Ukraine. Project registration card No. 5936 dated 28.03.2025.
