Participation in the discussion (19.10.2021)

On October 19, 2021, a discussion “Ukrainian universities. Does it make sense to reform them?” with the participation of a representative of the National Erasmus+ Office — Ukraine, where the issues of reforming higher education in modern conditions were discussed.

The event was organized by the Telegram Channel "PROpositioners Club" (590 subscribers) with the participation of experts representing various stakeholder organizations - university, government agency, local government, research institution and the office of the international programme.

The possibility of reducing the number of domestic higher education institutions was seen as a key challenge to strengthen the competitiveness of Ukraine's higher education system by concentrating available human, material and financial resources in fewer institutions that are the best among domestic ones, as evidenced by international university rankings.

This reduction raises a number of issues, including:
  • Who will determine the "best"?
  • What criteria should be used?

Experts - participants of the Telegram-ether tried to find answers:

  • Zhanna TALANOVA, National Erasmus+ Office — Ukraine, described the situation in higher education as a systemic problem of all levels of education in Ukraine and identified challenges and prospects for reforming the national higher education system in the context of European integration.
  • Oksana BILOUS, National Agency for Quality Assurance in Higher Education, drew attention to quality as a leading criterion for the competitiveness of higher education institutions.
  • Anna KHARLAMOVA, Taras Shevchenko National University of Kyiv, focused on the economic aspects of higher education reform.
  • Oleksandr BAZELYUK, Institute of Higher Education of the National Academy of Pedagogical Sciences of Ukraine, noted the importance of digitalization of higher education in modern conditions.
  • Anton ANDRIENKO, a member of the Dnipro City Council, stressed the importance of effective education management for its successful reform.
